National Defense Stockpile Considers Bearing Disposal

The U.S. Department of Commerce has issued its annual report and is seeking comments
on disposal of a number of strategically stockpiled commodities.
Under the Strategic and Critical Materials Stock Piling Act of 1979, the U.S. Department of Defense
is required to stockpile, "strategic and critical materials to supply the military, industrial,
and essential civilian needs of the United States for national defense."
This year, the Defense National Stockpile Center has identified 44 items which it has determined are
stockpiled in excess of any projected need. Among those listed are hundreds of thousands of pounds
of minerals and materials such as manganese, tantalum, bauxite, tungsten, cobalt, and iodine.
Also on the list, and by far the largest quantity of any one item under consideration, are
Jewel Bearings; 82,051,558 of them, to be exact.
To sell them down, the government normally disposes of excess quantities on the open market.
However, when those quantities are large, the disposal can and often does have a significant impact
on open market activity and pricing, with potentially negative effects for companies
operating in those industries.
The stockpile disposal committee emphasizes the amount listed is only the maximum potentially
available. The actual amount sold off on the open market is determined by comments from the
potentially affected industry, continued needs analyses, and Congressional approval.
The committee is seeking input from companies involved in the jewel bearing industry, to determine
the potential impact of disposing up to 82 million jewel bearings on the open market.
Its announcement states:
The committee requests that interested parties provide written comments, supporting data and
documentation, and any other relevant information on the potential market impact of the sale
of these commodities. Although comments in response to this Notice must be received by
November 7, 2005 to ensure full consideration by the Committee, interested parties are encouraged
to submit comments and supporting information at any time thereabouts to keep the Committee
informed as to the market impact of the sale of these commodities. Public comments
are an important element of the Committee's market impact review process.
