How to Comment to the U.S. ITC
for Dumping Duties on Ball Bearings from China

Many people have been contacting us about this petition, asking how they can become involved, so here's how.

On February 13, 2002, the American Bearing Manufacturers Association filed a petition with the U.S. International Trade Commission, requesting antidumping investigation and additional duties on ball bearings from China.
The notice was published in the Federal Register on February 21, 2002.

How To Comment and Deadline

By February 28, 2002, persons wishing to participate in the investigation, either for or against the duties, must file an "entry of appearance" with the Secretary of the Commission. In other words, you must officially notify the FTC that you want to participate and become a "party" to the investigation.

Industrial users and representative consumer organizations have the right to appear as parties in antidumping investigations. This is because antidumping duties normally have the effect of raising prices or limiting supplies to those end customers.

When and How to Comment in Person

The ITC Has scheduled a conference regarding this investigation for March 6, 2002 at 9:30 am. The meeting will be held at the U.S. International Trade Commission Building, 500 E Street SW, Washington DC.

If you want to participate in this meeting, you must contact Fred Ruggles (information below) no later than March 4, 2002.

At this conference, parties supporting the antidumping duties on Chinese ball bearings and parties opposing the antidumping duties will both be given one hour (collectively) to make oral presentations.

Even if you have not filed as an official party, you can request permission to present a short statement at the conference.

Written Comments and Deadline

The Commission also has provisions for making substantiated written comments about the antidumping duty investigation.

By March 11, 2002, any person can submit a written brief to the Commission, containing information and arguments for or against the antidumping duties. The briefs must be mailed or delivered; the Commission does not accept fax or email.
